ERROR CODE 4 . FIX INTERNET CONNECTION FOR ACTIVATION

I did an updater on wins 7 32bit to wins 7 64 and i lost all my prog . but i manage to load back everything . But i couldnt  activate my rbdj version 5 coz or error 4 . btw i also having prob with IE -- " internet explorer cannot find webpage " .. but i can get connected via  google chrome and i am writing this mail using  google chrome as web browser .  can u pls help . tq
