Rekordbox android app sync

When I try to "connect" my app to rekordbox on my PC, it is not found.

1. The phone is connected to my network via wifi.
2. The PC in connected to the same network via ethernet.  There is no wifi on the pc.  It's not a laptop.
3. The app says to push the connection button below the tree view of the devices pane.  When I do, I get "no mobile device found" message.
4. I have disabled windows firewall.
5. I have tried on a windows 7 pc on a wireless network and it can connect.
6. I am NOT trying to connect my phone as a drive to sync.  I want to sync my app with my main rekordbox library so I can tag and analyze tracks on the road and then sync back to my main library.

I suspect some other security settings preventing it from connecting to the pc.  Not sure what else to check.
