Toraiz sp16 not recognizing the file format

Hi. 

I have 2 WAV samples with the same bit rate downloaded from splice. One of them works fine and the other when i try to load it say "unsupported file format" I am attaching the detiles of both. Does anyone know why and could explain why is that hapenning?
