Not able to reorder my tracks.

Hello, I am using Rekordbox ver. 6.5.2, on PC and recently it have noticed that it is not letting me reorder my track list in my Soundcloud playlist any more, or any of the  songs in my collection.

When I attempt to drag the song I get an icon of a red circle with a slash in it where my mouse pointer is.

However, I am able to drag the tracks into the decks to play.

I have tried to uninstall and reinstall Rekordbox, and deleted the appdata folder for the program, and still no good. 

How can I fix this issue?

Edit: Found out the issue was that I did not have the songs in a new playlist, I was going off of my Soundcloud Playlist.
