Do I need to redownload Mp3's with XML export?
I had just reformatted my laptop because it was sluggish and only exported the XML file on Rekordbox. Do I need to redownload the MP3's I want?

Yeah, the audio files are not stored in that XML file - you would need to find the audio files, but if they're not exactly as they were named before, you'll have to perform relocations for them.
