DDJ- 400 jog wheel wont function

I just bought a DDJ-400 and cant manage it to work properly:
My problem is that only the top part is working (scratching) is vinyl mode, and when i turn vinylmode off the wheels dont work at all?
Ive been trying to find info online but whitout successm, to say i am a beginner, hofefully its just something simple i missed. 
Also been looking in to how to reset it to the original settings, but cant find anything on that eaither.
