I’m getting a I3 core 7th gen and it has 4gb ram which I can expand is this alright for rekordbox and a ddj-400

That would put the computer age at about 2-3 years, so it should be okay. It certainly won't be the fastest at analysing music, but that's not often anyhow. What's most important would be ensuring you're not running many other background tasks which may take CPU cycles and cause dropouts or latency.
