Is there a proper way to turn off the DDJ 400 ?
I just bought mine DDJ400 and I'm kinda afraid of just taking off the USB to turn it off, is there another way, or it's just like that ?

Unplug = power off. That's it.
Same question. Should I close rekordbox first or unplug ddj 400 to have it properly done? Is there any rule?
Not good for PC or laptop tho, Make sure you eject device from operating system
Not at all - it's a plug-and-play device, you can unplug it any time without an eject procedure as that's only required for drives.
