I am not 100% sure what the problem is that you are having. Is it that the time stops when you hit "OUT" or "IN" to adjust the loop? If so, that is normal so you can adjust the loop to an exact frame number if you really wanted to

When I am doing a loop it is marked in the waveform where I can see how long or short is the loop. If i Edit this loop this gap that shows me how big is the loop does not move until I press loop out again. Is this normal?? SHouldnt the gap that shows how long is the loop be changed as i am adjusting the loop?

but then how are you suppose to follow visually how much are you adjusting the loop? Anyhow then my apologies and moderator this thread can be deleted

For such tiny changes you won't be able to see on the waveform, you have to just use your ears.
The current behaviour is good because it lets you know that you're in loop edit mode, I've sometimes accidentally pressed the loop out button during a mix and this has helped me fix the problem really quickly.
You're right to raise the issue though as it does seem odd at first...
