Having problems with EFX 1000 Jog dial
It might just be faulty wiring becuase i bought it used but here is a link explaining my problem a little more thorough.

Yup, seconded -- it looks like a problem with the JOG side of the effector; you should indeed see the bar moving even when there's no audio and you spin the jog wheel.
