Can Recordbox burn disc with songs, where cuepoints and loops are saved?
Or any other way save cuepoints and loops on to a file?

Yes you can export tracks from Rekordbox to a USB device and it will include the waveform data, Cue points, and memory points, and will be recognized with compatible CDJ's. In order to get the Hot Cues, you will need to press and hold the "REC/CALL" button on the CDJ for them to load.
It's a feature which has been requested, but even if you could burn CDs, they will not have the hot cues or memory points stored with the track as the CDJs are incapable of reading a Rekordbox database from a CD.
