I ordered an XDJ-R1 because it was supposed to come with everything I needed to perform with It did not come with a Key so I can use the Performance mode, my question is do I have to Purchase one or was it supposed to come with it

@Anthony > Unfortunately the XDJ-R1 is not bundled with rekordbox dj, it was actually released prior to "performance mode," and the included rekordbox version was to prepare your content for use with the R1, not for the R1 to control rekordbox (which was added later).
You will have to purchase a license or a subscription to use the R1 as a controller for rekordbox dj.
