How about a new selection below the "List Name" and above the "Match the following condition:" that let's you choose from where you want to make the new Intelligent Playlist from? 

1. Whole Collection

2. Playlist (then choose an allready made playlist)

3. Folder (all playlists and folders under that folder will be selected from)
