When exporting playlist to USB, files that are present on laptop are "missing" on USB, even though files are on the USB

I'm using Recordbox 6.8.5.

Here's what happened, curious if anyone has a solution.

I created a playlist of files that are on my USB using rekordbox while the USB is plugged into my laptop.
This playlist works fine on my laptop.  The playlist was exported to my USB

I then moved the file locations on my USB, and the files now show as "missing".
If I try to relocate the files, it doesn't find them.  Not really clear why.  In my settings I specified the folder to search for the files to be the root folder where the files are now located on the USB.

I then created a NEW playlist where I imported the files from the NEW location on the USB.  Playing them from the playlist on the laptop works perfectly.  However, when I export to the USB, they are all missing.

It sort of seems like the database on the USB still has the old locations, but it won't relocate them at the new location for some reason.  Any suggestions?

Seems like the actual bottom line of the problem is that relocate is not working.

If I isolate it to one track in the playlist, if I find one track that is missing, locate the file, it pops up with a box that says:
"Missing File Manager
This file is already in the collection"

But then if I try to load the file, it still shows as missing

If rekordbox shows "track is already in the Collection", it means the music file you are going to select to relocate has been imported in the Collection.

Please show the Location column and find the track imported from the new location and remove it from the Collection.

Then relocate the missing track again.
