Loop Cutter turning off loops instead of cutting loop

The loop cutter isn't splitting the loop in half, just turning off the loop. Is there a setting I am missing here?

It is basically doing with the exit button does on the reloop/exit button

I'm using XDJ-XZ with Rekordbox on my computer at the moment.
