Can't download my cloud tracks or replace/relocate either - help!

I tried to transfer laptops, but on the new laptop record box sees some of the tracks are in the cloud and refuses to download them. Even after backing up my library and media files from the original laptop and restoring library on the new laptop it won't recognize the files are missing and let me relocate them. The download from cloud option is greyed out and it won't recognize the files are missing. The new laptop only has a single C drive so the location has changed from D to C but the relocate missing files function doesn't realize cloud files are missing and won't let me relocate the missing files.

At this point I want to completely eliminate record boxes cloud function entirely and just transfer the files manually, but I've done that and nothing will get it to recognize them. If I load them as new files to my collection all of my playlists are broken and unfixable.
