Rekordbox won't let me record a mix If my hardware is not plugged in
Issue in the title. This is something new I have recorded like a month ago using only my mouse and wanted to record today aswell but the button is locked if my ddj400s are not plugged in. Any Ideas whats the issue?

That is normal.
As the DDJ-400 is a hardware unlock device, you can record while it is connected.
If you want to be able to record without it connected, then you would need to have a paid plan activated. (ie. Core Plan or higher plan)
