Relink track "this track is stored on another computer or mobile device" but the other computer no longer exists

Using cloud library sync.

Due to RB not uploading tracks to DB as required, I have a large number of tracks that are listed as "this track is stored on another computer or mobile device"; however, the original machine no longer exists. 

I have the audio files backed up, but i can't relink them due to their cloud status.

I can't seem to find a way to reset the cloud status so I can relink the broken tracks.
