Memory Cue not working.

So far this has only happened on one track, but I'd like to know how to prevent this from happening again, if possible.

When I set the very first beat of a track, then click on CUE, then on Memory, every time I reload the track, it starts at the first beat. That hasn't been an issue until now. With the track in question, it doesn't do that. There's empty space right before it and no matter what I do, every time I reload the track, it always starts there, at the very beginning of the empty space. Despite me setting the first beat using that candycane-looking icon, setting the CUE and setting the Memory as well on the very first beat. Is this a bug or am I doing something wrong?
