Rekordbox Bug with Multi-Multiple Setups on Windows
TLDR: Rekordbox must be launched on the "main" monitor in a multi-monitor setup, otherwise the GUI won't load, and it crashes.
I updated Rekordbox, and I was trying to figure out why I couldn't get the top-portion of the GUI to load (everything above the library was blank--no players, top bar missing, etc.). Any time I tried to click on anything, Rekordbox would freeze, and I would have to end the process.
After a few hours, I finally realized that Rekordbox was launching on a different monitor than what I usually opened it on (I have three monitors). If I unplugged everything other than the monitor Windows considered the "main" monitor and reopened it, suddenly the GUI would appear, and then I could move it to another monitor.
Rekordbox remembers the last monitor it was open on, so if you relaunch the problem persists unless you disconnect the monitor to force it to the correct monitor for launch.

I have RB installed on a notebook which is connected to a 2nd monitor via HDMI and everytime i load RB it opens and i have to manually drag RB window to 2nd monitor. So it would seem it doesn't always remember last monitor, at least for me?
Were you able to solve u'r issue? got any feedback from support?
I'm not sure what causes it to persist in the non-main monitor on Windows, but I've run into it a number of times now. The only way I've been able to stop it from loading in the other monitor and freezing is to uninstall Rekordbox and reinstall. If you don't want to uninstall and reinstall Rekordbox, you can temporarily solve the issue by making the monitor Rekordbox loads on the "main" monitor by going to Display Settings > Click on the monitor it loads on > Make this the Main Monitor.
It's still an active bug on 7.1.1
