How do I consolidate my entire library into a new location (on the same computer) using Cloud Library Sync?
I have the Free Plus + Cloud Option plan and use a Google Drive account on my MacBook Pro. I have 2,500 songs and have already uploaded my entire collection to Google Drive through Rekordbox. Since I've always used iTunes to manage my library, the files are organized into folders by iTunes, and other files are also found in random folders on my computer. I'd like to consolidate my entire library into a new folder. I thought this was a Cloud Library Sync feature. But I deleted a file to test it, and it became a "Missing file." I thought Rekordbox would automatically use the file in the cloud to play it, but no, it asks me to relocate the missing file.
There's little point in having my entire library stored in the cloud if Rekordbox doesn't sync it automatically. When I enter the Google Drive path to relocate this lost file, it finds it and stays online, but when I request to move it to local storage, it saves the file to Google Drive and not to the folder I defined for local files.
Will I have to export my entire library and then import it again? I don't think it makes much sense. I confess I've found this all very confusing for years. If anyone can guide me on what I'm doing wrong, I'd appreciate it.

No you don't need to import it again.
You will however need to use auto relocate to rekordbox can find the tracks again.

Tl;dr
Move all the music files to the one folder you want to use. Start rekordbox. Make sure in preferences you have designated the new location under the auto relocate section. Run auto relocate.
Also, what you write about deleting a track and expecting it to be downloaded again is not how regular cloud services work like OneDrive, Google Drive and Dropbox. If you delete the original final it deletes the one in the cloud as well.
You either have to let rekordbox move the file to a separate (cache) folder, else when you delete the file in a folder it gets deleted in the cloud as well.
